The US State Department has invited 48 BNC directors from around Latin America for a two-day conference to talk about what we do. This blog has been set up for us to talk to each other throughout the two day meeting and share ideas with some of our friends back home.

These are the results from our session titled: Relaunching the partnership"

Group 1 from BNCs:

A partnership means: we complement each other, in a win-win situation, mutually beneficial, we collaborate, and the relationship of trust

The partnership looks like: equal responsibilities, open-door relationship, joint planning (events, scheduling), timely communication, and alignment of communication (pre-planning); it would be great for BNCs to be first-choice partners for the Embassy.

The Embassy needs to know about BNCs: number one job of BNCs is to promote US culture (with respect and love of local culture), we are team players, we are hard working, and we try to always be professional, we have a lot of experience, and we are always there, in good times and bad.

How can we measure success? There will be an image of support in the community that will be recognized publicly.

Comments from group 2 BNCs:

Partnership means: working towards a common goal- communication (knowing about the goals of the State Department).

Need to be partners in developing social responsibility programs that include underprivileged groups in our countries.

We want the State Dept to know that we have a positive image in our cities, and we have an impact in our cities.

We would like the Embassy to use the local hires to be in more permanent contact with the BNCs so that communication is more constant.

To know the partnershp is working well, we need to have indicators of quality and quantity. This needs to be developed jointly with Embassy and BNC for each project that is undertaken.

Group 3 BNCs:

Partnershp means a two-way mutual understanding in communicative collaboration-"real amigos"

What would it look like: mutual trust with consistent help with all of the BNCs (the same programs, the same type of cultural programs, sharing activities equally)

What do we want them to know about us? Get to know our local reality (visiting us in our cities), and formal and informal communication, we also want you to know that we are loyal (not royal! :) and we represent the people of the US.

It will be working well when there is a constant recognition of working together, and that the community recognizes that we are working together. Also when we share mutually beneficial projects.

Group 4 BNCs:

Partnership: Exchange of resources, recognition and support, understanding strategic planning of the Embassy and the Embassy understanding our plans for the future (know what to expect from each other). We are a platform to unite peoples and cultures, but we are apolitical.

Ideal partnership: expectations, clear communciation, annual or biennial plan that is known at Post and other BNCs

What do we want them to know about us? State dept should know our structure, our board, our administrative structures, academic programs, etc. Also to respect the autonomy. And for Embassy representatives should visit the BNCs and see the activities first hand.

How do we know it is working well? Results, recognition, defining an evaluation process (both directions), define benchmarks or standards, comparing with BNCs in other countries (feedback mechanism).

Partnership: the awareness of each other's actions; equal opportunities for each participant.

Ideally: teamwork, fluent communication, trust, respect

What do we want them to know: that we share common goals and objectives, to understand BNC vision and mission and support projects

Working well? To be able to measure results by response of local communities (attending cultural events, more people in English classes, recognizing social work (more active involvement by the community)

Comments from State Department-Table 1

Partnership: Embassy needs to communicate priorities better to BNCs, we should have shared goals, and project proposals should reflect the priorities. (MSP-Mission Strategic Plan--needs to be shared)

BNCs should be our first thought and not last

BNCs are a bit under-utilized

We need to forward information more regularly to BNCs (e-mails, personal contact)

Ideal partnership is a cooperative agreement instead of grant (more active Embassy involvement in the program)

Embassy should be present at BNC events (BNCs need to send invitations)

BNCs should participate in Embassy events

Using BNCs as our portal in the community for their knowledge of the community

Who are the students at the BNCs? Microscholarships to bring in a wider range of students

What would we like BNCs to know about us? We have limited funding. We also have changing priorities (many factors influence this, but we can communicate these changes better). We have other partners, not just BNCs - they are not competitors.

We would like the BNCs to work well with one another, and we'd like to see better relations or management of boards of directors (maybe membership for life is NOT the best policy).

Good communication, clear expectations, mutually beneficial, BNCs need to understand they are important to us, think outside the box.

Embassy Group 2

Partnership is a collaborative agreement, based on respect, and each organization complements each other. Lines of communication are open. Regular consultation and communication (monthly conference call, attending board meetings, for example). Shared vision for collaboration. We are close partners, but not exclusive partners (committed but non-monogamous relationship).

What do they need to know about us? The complexity of the funding cycle (when funds are available), BNCs should have a detailed wish list ready (especially at end of fiscal year), State Dept audience has broadened (disadvantaged populations). Political imperatives often motivate programs, Cost sharing makes us happy.

Working well: open and honest communication, where both parties can say no and there are no hard feelings, when we both know that we are trying to get each other involved, collaboration among BNCs, shared calendar of events, when there is openness and reciprocity

To clarify, can we see the web site as it is elaborated or will you make it available for comments in May? Are you using a CMS platform? open source?

In Santiago we just put up a new site, web 2.0 features, student networking, integrating open source platforms. We would be interested in sharing best practices.

I'm very happy to hear that Santiago is working on a virtual community, and I would love to talk about what you are doing and how you are making it work. It might be interesting for my programmer to talk to your programmer to see how they are dealing with different topics.

In answer to your question about the development of ABLAOnline, we will be sharing some information over the next year as we develop the community, but we won't be making it 100% public until it is ready for everyone to use. With your experience with this type of tool, I would be happy to share with you the development process in order to get your feedback and recommendations.

A blonde went to a flight school insisting that she wanted to learn to fly. As all the planes were currently in use, the owner agreed to instruct her by radio on how to pilot the solo helicopter. He took her out, showed her how to start it and gave her the basics, and sent her on her way.

After she climbed 1000 feet, she radioed in. I'm doing great! I love it! The view is so beautiful, and I'm starting to get the hang of this.

After 2000 feet, she radioed again, saying how easy it was to fly. The instructor watched her climb over 3000 feet, and was beginning to worry that she hadn't radioed in.

A few minutes later, he watched in horror as she crashed about half a mile away. He ran over and pulled her from the wreckage.

When he asked what happened, she said, I don't know! Everything was going fine, but as I got higher, I was starting to get cold. I can barely remember anything after I turned off the big fan!
